Pennsylvania State Rep. Daryl Metcalfe, founder of State Legislators for Legal Immigration, was scheduled to be the keynote speaker at a rally on the steps of the West Virginia capital building, were Metcalfe planned to discuss his report "Invasion Pennsylvania."
